- **Timelock** is measured on the path that can change the protocol - upgrades, role changes, and parameter authority - end-to-end from proposal to execution. A 48h delay clears the score-1 bar on its own; there is no extra credit above it.
- Operational roles bounded by governance-approved constraints (moving funds between already-approved strategies, pausing, keeper calls such as rebase or harvest) are scored in **Subcategory B: Programmability**, not here. Score this subcategory on who can change the protocol itself.
