Track MariaDB 12.3 upstream releases and list the new LTS series in the image catalog.
Give the older main-branch release a strictly smaller describe distance. Equal-distance tags depended on traversal order when fixture commits shared timestamps, causing intermittent CI failures.

MariaDB 12.3 LTS is missing from upstream maintenance. Add the series to the updater and supported-version catalog.
Also make the release-selection regression fixture deterministic: its two tags previously had equal describe distances, making the expected result depend on traversal order.
Validation: all 92 Python tests passed in the initial change; the focused release-updater shell test passes with GNU tools. All CI checks now pass after the fixture correction and merge of wodby/mariadb#62.
