Add the MariaDB 12.3 LTS image option and document available versions. Keep MariaDB 11.8 as the default; the new option requires publication of the first 12.3 revision.
Update supported MariaDB image series to revision r4 while retaining 11.8 as the default. Exercise MariaDB 12.3 in the existing database-backed application tests where available.

MariaDB 12.3 LTS is now available as an optional database image. Add it to the supported versions and update all MariaDB image pins to the published r4 revision, retaining 11.8 as the default.
MariaDB r4 has passed build, runtime, and scan checks on amd64 and arm64; the published multi-architecture image aliases are verified.
Validation: Compose configuration passes. Existing application CI uses PostgreSQL; MariaDB remains an optional service. Refreshed All CI checks pass, including the targeted MariaDB 12.3 application tests.
