Adds Kapitan to the Tools section.
Kapitan generates Kubernetes and Terraform configuration from a shared inventory, so the output can be committed to Git and reconciled by controllers like Argo CD or Flux, which fits a GitOps workflow.
I placed it alphabetically and matched the existing line format.
