Pull Request Description
The project uses an older version of changesets CLI and its accompanying GitHub action. This PR updates the setup to the latest changesets version, and it migrates existing pre-release changeset files accordingly.
Before merging this, it must be ensured all changeset files have been migrated, including those created after this PR was initially opened.
