Summary

move Neovim commands to :Pterm subcommands: new/list/redraw/dump/kill
keep :Pterm new [cmd...] passing command args through to pterm open
update README and design docs for the new command shape

Verification

nvim --headless command registration check
nvim --headless completion check
nvim --headless :Pterm new dev zsh dispatch check
git diff --check
