Run deploy_app enrichment for the agent enqueue route used by agent deploy-app and secrets push so app-local env files receive rendered service secrets before Status writes them. Refuse to enqueue app-local env payloads when runtime env rendering cannot be merged, preventing successful deploys with partial local-only env files. into the installer runtime-file contract, so Docker Compose should receive the file it references
rejected at enqueue time unless the deployment agent advertises the pipes capability. That avoids the false path where the server marks a command sent, the CLI waits, and the agent has no pipe support to handle it
