…t collections Adds a Getting Started page covering both fork lanes: the new test-collection opt-in (allow-forked-pr-uploads with test-collection-id; analytics-cli 0.15.5, analytics-uploader v2.1.4) and the existing repository public repo identifier, which moves here from Multiple Repositories and Forks. Also adds the two CLI flags to the reference and the admin-only setting to the collections permissions table.
