Add comprehensive test case specification for EFI_REST_EX_PROTOCOL (chapter 33) covering all seven protocol functions per UEFI 2.8 (Mantis 1834) with conformance clarifications from Mantis 1879 and async cancel/timeout semantics from Mantis 1924. Function tests (section 5.33.1): - GetService(): valid service info retrieval, service type validation - Configure(): valid config acceptance, NULL reset to unconfigured - GetModeData(): data retrieval after Configure() - SendReceive(): basic GET request processing - GetServiceTime(): time retrieval or EFI_UNSUPPORTED - AyncSendReceive(): async request, timeout path, cancellation - EventService(): event subscription establishment Conformance tests (section 5.33.2): - NULL parameter validation (EFI_INVALID_PARAMETER) for all functions - EFI_NOT_READY before Configure() per Mantis 1879 - Async cancellation (EFI_ABORTED) and timeout (EFI_TIMEOUT) per Mantis 1924 Also adds the new chapter to index.rst table of contents.
