feat: TAR-77 precision gate + slog sprintf provider - #7

Document the public high-confidence precision process, demote otel/semconv-drift (Go/TS) to medium until corpus evidence exists, and add logs/slog-sprintf-message (medium) with ruletests and FP notes. Co-authored-by: Bartłomiej Piekarz <Pieczasz@users.noreply.github.com>
Constrain logs/slog-sprintf-message to fmt.Sprintf in the message
position so structured attrs like slog.Info("msg", "k", fmt.Sprintf(...))
are notwant. Expand ruletests and badshop want/notwant fixtures.
