data: add Wafer for Startups

What changed

Adds one new Entity, Wafer (entities/wa/wafer.yaml), with the vendor-run Wafer for Startups program: eligible startups receive $500 in free inference credits, then 1:1 matching on credit purchases up to $10,000 in matching credits (in addition to the free $500).

wafer.ai/startup-program now redirects (HTTP 308) to the Wafer homepage, and the homepage and other Wafer pages no longer mention the $500 plus matching credits offer. If Wafer republishes the program, please resubmit with the live URL.
