GRUB's own "make check" runs during the native build, and its grub_cmd_sleep test is timing-flaky: it fails non-deterministically on loaded runners and breaks otn-kvm image builds. Pass DEB_BUILD_OPTIONS=nocheck on the native build, mirroring the existing cross build (-Pcross,nocheck). Fix for the sonic-otn build pipeline.
Build the ocs-kvm installer on every push and pull request to ocs-dev, and produce the KVM disk image from it in a second job. Logs and artifacts are served by GitHub. Both jobs run on the maintainers' self-hosted runners.

artifacts are served by GitHub, so anyone can read them.

ocs-kvm build.
Both jobs run on self-hosted runners operated by the maintainers. Fork pull
requests build after a maintainer approves the run. Only
.github/workflows/ocs-build.yml and src/grub2/Makefile change.
