Moved the pkt-handler build to a docker.
main.go has to be retained and copied into dataplane/standalone/pkthandler because it contains the changes to choose 127.0.0.1:50000 for docker-sonic-alpinevs. Without it pkt-handler won't connect to Lucius and the operational status of the interfaces will remain down.
Modified workflow file to use docker build for pkt-handler.
Also minor corrections to README.
