Changes to run lucius as a process with the sonic components in the same docker. A makefile option is provided run also in a 'dual' mode where the Lucius will run a separate container (as it was doing before this set of changes).
Lucius built as an executeable in docker-sonic-alpinevs.mk. In the start.sh, if in single mode, lucius is started. Another script waits for lucius to come up before the rest of the processes are started.
The new topology file twodut-single-docker-alpinevs.txt added, and the one used for two dockers is renamed from twodut-docker-alpinevs.txt to twodut-dual-docker-alpinevs.txt.
Added libpcap after its dependency caused failure in the build pipeline.
The mode can be checked in an environment variable :
root@docker-alpine-dut:/var/log# env | grep DATAPLANE
ALPINEVS_DATAPLANE_MODE=single
Ran the arbitration and the four dataplane tests (with the sonic-mgmt changes for user/pass and sonic-sairedis string length change )
