Fleet voice channels

(only an idea)
Give the bot the option to create a temporary voice channel for fleets.

Example:
!fleet register - registers a new voice channel for the users. permission should be able to set in config to avoid public joins (e.g. to restrict them using by defining fixed groups to only give permission)
!fleet register Name - same as above but defines a fleet name which is set in the channel name
!fleet name Name - renames the voice channel
!fleet close Name - kicks all users from the channel and removes this voice channel

The voice channels should also be deleted if noone is left for X minutes (or directly after all left).

Permissions:
Only the one who registered a fleet or a discord server admin should be able to do the commands.
