There are 4 flag lists throughout QtFRED now: Ships, Wings, Props, Mission Specs.
First this PR converts the Wings flag list from using the checklist widget to the flag list widget which comes with a filter search box and convenience buttons. Second, this PR passes flag descriptions for each list to the widget which adds tooltips to each flag using the flag description. Finally, this PR adds 13 missing flag descriptions.
