bootstrap.pypa.io does not resolve from networks #259

I am unable to resolve bootstrap.pypa.io.

Command:
curl -I https://bootstrap.pypa.io/pip/3.8/get-pip.py

Result:
curl: (6) Could not resolve host: bootstrap.pypa.io

I reproduced this from:

• an HPC login node
• an PC

Could you confirm whether there is a known DNS/hosting issue with bootstrap.pypa.io?
