Introduce Prometheus and Grafana

[Xendergo]

This change introduces Prometheus for collecting data from the server as well as Grafana for displaying it. This also makes the webring reverse-proxy the /grafana endpoint to grafana.

Next steps are to export my statistics data to Prometheus and to create a public Grafana dashboard that displays the data.
