Lays out the bootstrap election under the new governance: the top 3 vote-getters serve 2-year terms and the next 4 serve 1-year terms, establishing the staggered cycle. Includes the election announcement with schedule and CIVS (Condorcet + IRV) voting tool selection, the nomination template for self-nominations, and the voters list derived from write access across the prometheus and prometheus-community orgs with full provenance and the collection tool checked in for reproducibility.
