fix(deps): bump urllib3 to 2.8.0 for three new advisories - #749

pip-audit in the Dependency Audit CI job now flags urllib3 2.7.0 for CVE-2026-97687, CVE-2026-97688 and CVE-2026-97689, all fixed in 2.8.0. urllib3 is a transitive dependency, so this is a lockfile-only change (uv lock --upgrade-package urllib3). It unblocks the audit gate on every open PR, including #747 and #748. Verified locally with the CI command (uv sync, then pip-audit --skip-editable): no known vulnerabilities. The selftests pass.

urllib3>=2.8.0to[tool.uv] constraint-dependenciespairs the two changes honestly and stops a later relock from regressing to a vulnerable 2.7.x. Documented in docs/development.md.
