Deprecate stale doc

Fixes #8965

Add [Archived] to the page tile
Add alert warning the page is now considered archived and warns that the upstream is no longer maintained

I noticed this page isn't in a submenu. I noticed the same pattern for the deprecated Lockr doc (no submenu). But a different pattern for the wp-redis doc, which is currently in the webInfrastructure submenu.

Do you have any preference on the standard here? I'm thinking no submenu for deprecated pages, lmk what you think
