Weekly Dependabot runs open more pull requests than we can review. Switch every entry to the semiannual interval, so that version updates are triggered by a maintainer from Insights > Dependency graph > Dependabot > "Check for updates". Dependabot has no manual-only schedule, so the run every six months is only a fallback.

Description
Dependabot opens pull requests for outdated dependencies every week, which is more than we can review. Dependabot has no manual-only schedule, so this PR switches every
.github/dependabot.ymlentry fromweeklytosemiannually(every six months), which is only a fallback.To run version updates, go to Insights > Dependency graph > Dependabot and click Check for updates next to a manifest. Updates still come as one PR per dependency (up to 5 open per entry, Dependabot's default), so each can be merged or closed on its own. Security updates are not affected.
Notes
dependabot.ymlmakes Dependabot run once right after the merge, which may open PRs for dependencies that are still outdated.
