docs(design): add the cardwallet and scanner design system - #775

Add docs/design: a README index, the complete design rules (exact values for every component and state, icon table, implementation status), the card view, card list and components spec, and HTML mockups for the variants, iOS states, list, components, text fields and menus. cardwallet-design-rules.md wins over cardwallet-card-view.md on conflicts. Mockups are schematic, drawn 300 wide: take values from the markdown. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
Add docs/design/index.html linking every mockup and spec, a design preview server in .claude/launch.json for Claude sessions, a VS Code task to serve the same folder, and README steps. The mockups need a local server because they use JavaScript and a CDN icon font. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Docs only, no code. The mockups were syntax-checked with
node --checkand opened in the browser pane for some of them; a visual check of the others is still worth doing. They load the Tabler icon font from a CDN.
