Adds
SetupGoUpgradeGoVersion, which raisesactions/setup-gogo-versionto a targetmajor.minorversion, mirroringSetupPythonUpgradePythonVersion. Older concrete versions and ranges that cannot reach the target are raised, whilestable, oldstable, expressions, newer or open-ended ranges, and steps usinggo-version-fileare left alone. Astrategy.matrixaxis feedinggo-versiongets the target appended unless a value (includingstable) already reaches it. The version handling moves out of the setup-python recipe into a shared package-privateSetupActionUpgradeVersionVisitor, so both recipes now just configure it, with no change in setup-python behavior.
