SetupPythonUpgradePythonVersionused to skippython-version: ${{ matrix.<axis> }}entirely. It now appends the target version to that job'sstrategy.matrix.<axis>list when no value already reaches it. Lists that already have the target or something newer are left alone, as are ranges like3.xthat allow it, axes whoseincludesupplies it, and matrices built from expressions. Older versions stay in the list, so existing coverage is kept. The append reuses rewrite-yaml'sAppendToSequenceVisitorfor flow and block lists and their formatting.
