The builder image fetches Omarchy's repository signing key (40DFB630FF42BCFFB047046CF0134EE680CAC571) only from keys.openpgp.org. That server is not answering today, so every build that builds the image fails at that step with Remote key not fetched correctly from keyserver, before any package is touched. #807's x86_64 and aarch64 builds both failed this way.

The key is requested by its full fingerprint, which is what is trusted and locally signed; the keyserver is only transport. The step now tries keyserver.ubuntu.com when keys.openpgp.org fails. That server returns the same key, "Omarchy pkgs@omarchy.org", and the changed step succeeds in an archlinux container while keys.openpgp.org is down.

Pull request builds use the base branch's tooling, so this takes effect for other pull requests once it is on master.

The builder fetched Omarchy's repository key only from keys.openpgp.org, so when that server stopped answering every builder-image build failed with "Remote key not fetched correctly from keyserver". The key is pinned by its full fingerprint, so the keyserver is only transport, and a second one serves the same key.

Closing: keys.openpgp.org's outage is temporary, and #807's builds pass on a re-run once it answers again, so this resilience change isn't needed now.
