Offered on #24. Captures the review guidance from that PR so agent-written changes follow it from the start.
Four short sections: the Nx client is the spec (where to read the status-code rules and what to say in a PR), the three comment rules from the #24 review, the fmt/clippy/test gate, and one-concern-per-PR.
Kept to what cannot be derived from the code. Nothing here duplicates a comment in the tree; the status-code table itself stays next to the handlers, this file only says where the source of truth is.
