Implement DELETE /requests/{request-id} #216

Description

Previously, I had a working pattern for deleting requests from the client (which ties to this outdated nnsight ticket: ndif-team/nnsight#482). With the refactored queue, some more thought will need to be put in place to implement this, but it is an important feature.
