Align the Emscripten implementation with OpenKal 0.24 so a consumer using the new specification can resolve one coherent kernel-ABI dependency graph. Release 0.13.0 updates the manifest, README pins and public build-tool bootstrap. It introduces no process-unit implementation: process, execution and copied address spaces remain absent on this target.
This is the Emscripten leg of mcpplibs/openkal#62 and mcpplibs/os#17. The existing full CI still verifies conformance, the exact provided surface, link-time absence and thread feature gating under Emscripten.
