Adds shared repository attribution rules
Adds turn closure helpers for later engine wiring

Why

Keeps repository ownership and turn completion consistent across plugins

Test Plan

Passes 501 tests including 9 attribution cases
Preserves 15 function bodies from the tested candidate
Passes lint and type checks with reproducible build output
