Add a repository-local CRAN release skill that follows project release conventions and tracks the required release steps without creating a checklist issue. It explicitly requires Windows R-devel testing through win-builder and review of the returned logs before CRAN submission, and distinguishes submission, email confirmation, acceptance, and post-acceptance merge/tag cleanup.
