Publish productionstack-status-reporter to MCR using Dalec

productionstack-status-reporter is currently built with docker/Dockerfile.status-reporter and published only to GHCR:

https://github.com/kaito-project/production-stack/pkgs/container/productionstack-status-reporter

Consequently, the production-stack Helm chart distributed through MCR still depends on an image hosted in GHCR. The image also does not use the standardized Dalec/Azure Container Upstream build and publication process.

Onboard productionstack-status-reporter to Azure/dalec-build-defs and publish
release images to:

mcr.microsoft.com/oss/v2/kaito/productionstack-status-reporter:0.4.0
