build plan|code --pr N compare against the PR's target branch; otherwise (and verify changes, which never asks GitHub) against the branch origin's HEAD points at, falling back to origin/main. --since-ref still overrides. The GitHub lookup lives in pr_feedback so no verify command reaches GitHub. Bumps to 0.54.0.
