This patch allows to disable PRE_RELEASE tag by -DPRE_RELEASE=0 when configuring the project.

This patch allows to disable PRE_RELEASE tag by -DPRE_RELEASE=0 when configuring the project.
Also update the minor version - 7.0.0 is in the sycl-rel-7_0 branch, so the current sycl branch contains future 7.1.0 version.
