Summary from Claude:

Holding this reqwest 0.12 → 0.13 bump for now — it needs code changes that go beyond a version bump.

  • reqwest 0.13 removed the rustls-tls-native-roots feature this crate uses (libherokubuildpack's download feature), so it no longer compiles as-is. The rustls roots features were dropped in favour of rustls-platform-verifier being the default.
  • The download module deliberately uses the OS native certificate store so buildpack users can supply their own certs via SSL_CERT_FILE (covered by the test_self_signed_certificate test). Preserving that behaviour under 0.13 means wiring up rustls-native-certs explicitly (e.g. loading roots and passing them via tls_certs_only()), not just renaming the feature.
  • Other 0.13 breaking changes to account for: rustls-tls renamed to rustls; default crypto provider changed from ring to aws-lc; query/form are now opt-in features; several TLS methods soft-renamed (use_rustls_tls() → tls_backend_rustls()).

This branch is also stale (open 30+ days, auto-rebase disabled). It should be redone as a dedicated migration PR rather than merged as-is.

@dependabot recreate

schneems added a commit that referenced this pull request Sep 29, 2026
The reqwest crate `0.13` removes the `rustls-tls-native-roots` feature and defaults the rustls backend to `rustls-platform-verifier` for root certificates. On macOS and Windows that verifier uses the operating system trust store and ignores `SSL_CERT_FILE`, which is a feature we explicitly need and test for.

This change loads the native root certs with `rustls-native-certs` and passes them to reqwest through `tls_certs_only` to keep that support on every platform. reqwest 0.12 pulled in `rustls-native-certs` behind the removed feature, so this declares it directly.
