Why are the changes needed?
Pull requests against master seem to be failing in unrelated ways with the sandbox tests.
Both sandbox jobs install "numpy<2.0.0" alongside an unpinned pyarrow which causes issues in newer versions of yarrow.

Pin pyarrow to a version compatible with numpy.
