Description:
The frontend requires that the subtier agency is populated with a name and abbreviation. Leaving this off of the request will result in a hash-error and 404 page being displayed. This PR uses the pydantic model after validation to deterministically build a default based on the toptier agency name and abbreviation if it is not included.
