[DEV-16418] replace strtobool since it was removed in python 3.12

Description:

Removes reference to distutils that was removed in Python 3.12.

Technical Details:

Creates a copy of the strtobool function that was previously used in distutils. Additionally some cleanup to pass code style checks unrelated to the actual change related to this.
