Replaces the two installed i18n workflows with the short callers from exercism/i18n/source-repo-workflows/. The logic now lives in reusable workflows in exercism/i18n (source-queue.yml, source-completeness.yml), so a change to the loop only needs a change there.

The loop now acts as the Exercism i18n GitHub App: the queue's issues, the translation commits and the "This PR has been translated 🚀" reply are by exercism-i18n[bot], with short-lived tokens in place of personal access tokens.

The completeness check now reports as i18n / completeness, so the required status check on main needs that name in place of completeness.

i18n-queue.yml and i18n-completeness.yml become short callers of the
reusable workflows in exercism/i18n, which now hold the logic and act as the
Exercism i18n GitHub App. The completeness check now reports as
`i18n / completeness`.
