run-cookbooks failed for a reason outside this PR. The Everruns server the job starts would not run its database migrations: duplicate key value violates unique constraint "_sqlx_migrations_pkey". everruns/everruns main currently has two migrations numbered 215, from #4534 and #4537. The fix is everruns/everruns#4544, which renumbers one of them to 216, and it has not merged yet. This PR only bumps versions and the changelog. I'll re-run the job once #4544 is on main.
