- Add --archive <name> flag to generate_coverage_html.sh so it can produce the zip artifact in a single bazel run invocation. - Remove quality/scripts/create_coverage_archive.sh (superseded). - Update coverage_report.yml to call the combined command and install the lcov apt package.
Use a Starlark rule and Bazel --define flags instead of hardcoded URLs so quality report links in Sphinx docs adapt to the deployment context.
gh run download extracts into a subdirectory named after the artifact inside --dir. Download to a temp dir and copy contents across instead.
