Add a GitHub Actions workflow that publishes pb-jelly and pb-jelly-gen to crates.io on release, using OIDC trusted publishing for auth.

The goal is to auto-publish when we tag releases.

Add a GitHub Actions workflow that publishes pb-jelly and pb-jelly-gen
to crates.io on release, using OIDC trusted publishing for auth.

- Add a `crates-publish` concurrency group with `cancel-in-progress:
  false` so a second triggered run waits for the first instead of
  cancelling mid-publish (publishes to crates.io are not idempotent and
  cannot be safely interrupted).
- Cap the job at 20 minutes (vs. the 6h default) to bound runtime if
  any step hangs.
- Bump the inter-publish sleep from 30s to 60s to give the crates.io
  index more headroom before pb-jelly-gen's verification build resolves
  the freshly-published pb-jelly.
