CLI test fixtures use commands unavailable on Windows #11

packages/cli/test invokes mkfifo in events.test.ts, packageRoot.test.ts, regularFile.test.ts, and transcript.test.ts. hook.test.ts also uses printf to create filter fixtures. Stock Windows shells do not provide these commands, so the CLI test command fails before those cases can run. The packages target Node >=22 without an OS restriction. Please use Node APIs or skip only fixture cases the platform cannot support, and keep the remaining tests runnable on Windows.
