fix: build release binaries with Python 3.10 - #816

Conversation
Linux and Alpine release builds still pinned CPython 3.9, which uv rejects now that requires-python is >=3.10. Those assets never uploaded, so the publish step that feeds cli.codecov.io never ran. Build on python:3.10-bullseye (glibc 2.31, same floor as ubuntu 20.04) and Alpine 3.16 (oldest Alpine with Python 3.10), and force uv to use that system interpreter. Summary
uv python pin 3.9becauserequires-pythonis now>=3.10.publish_releasenever runs, so nothing is handed off to cli.codecov.io.python:3.10-bullseye(glibc 2.31, the same floor as ubuntu 20.04; deadsnakes no longer publishes Focal) and Alpine 3.16 (oldest Alpine whosepython3is 3.10, musl 1.2.3).UV_PYTHON_PREFERENCE=only-systemso uv does not download its own interpreter and change the libc baseline baked into the PyInstaller binary.Merging this does not republish v11.3.2. The release workflow checks out the tag, so the binaries go out with the next release.
