Updates all references to the `cockroachdb` GitHub org to `cockroachlabs` across: - CODEOWNERS (23 team references) - GitHub Actions scripts (docs-prs-reviews.go org const, cross_version_link_linter.py style guide URL) - Vale linting rules (8 files, style guide link URLs) - Documentation (README.md, MarkdownGuide.md, StyleGuide.md) - HTML head includes (schema.org author URLs in 3 files) - Dockerfile (OCI image source label) Part of Project Stanley (EDUENG-720, Ticket 3).
