chore: remove Envoy maintainers from foundation roster - #1559

Envoy, Envoy Gateway, and Envoy AI Gateway maintainer teams are now covered by the maintainer-manager automation and groups.io sync. Remove their 38-row block from the manually maintained foundation roster. Signed-off-by: Riaan Kleinhans <riaankleinhans@gmail.com>
