feat: add in-place-testnet command - #673

Adds the SDK in-place-testnet command to terrad. It turns a node's data directory into a local single-validator network for rehearsals. The state rewrite only runs from this command, so consensus is unchanged. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
