…lidation (2/7) Ports the subscription-relation half of the module: subscription create/refresh/drop on relation events, the subscription-request validation and apply flow, secret-rotation handling, and the validation-state peer accessor the charms' status paths check. Subscriber peer state goes through CharmState like the offer side, config reads go through the state's typed config, and the tenacity-backed create_subscription retry is kept verbatim.

Second PR of the logical replication migration series (after #266): the subscription side of the module.

Ports the subscriber half of the module:
