The container image script assumed that there was only one workflow run triggered by `on: push`, and failed if that was not the case (as it was with bb-portal). This change adds support for multiple `on: push` workflows, and ensures that the workflow run has at least 1 artifact before rendering its "CI artifacts" link.

This PR does the following:
on: pushCI runs. Also ensures that only CI runs with at least 1 artifact get a "CI artifacts" link in the README.
