docs: Liquid asset issuance via STOKR integration plan#884

Rewrite both documents from STOKR-specific to platform-agnostic. Add ICCR (Investor-Controlled Capital Release) as core framing. Add alternative partners: Brickken, Securitize, Tokeny. Add blockchain comparison: Liquid, Rootstock, Stacks, Ethereum. Keep STOKR as one option among several. Move docs from docs/ to ai-docs/.
